The lack of a formal constitution has enabled the Commonwealth to function with an inherent flexibility, and to unite a wide range of approaches and opinion. Unlike the United Nations, however, the Commonwealth is not based on a treaty between Member States. Though no longer united through common allegiance to the British Crown, all Member States of the association acknowledge the British monarch as the Head of the Commonwealth.Ģ After the United Nations (UN), the Commonwealth is the largest multilateral framework for cooperation and consensus building. The majority of Commonwealth members is English-speaking and shares in most instances similar legal systems based on common law. While the term ‘commonwealth’, meaning ‘common welfare’ or ‘public good’, has been used to describe various political communities ( Commonwealth of Independent States ), it is generally associated with the grouping of States that evolved out of the British Empire.
